Hi, I'm Brian.

I'm interested in answering practical and philosophical questions about the world through the intersections between technology, policy, and society. Currently, I'm a senior at Thomas Jefferson High School for Science and Technology ('24) and an incoming freshman at Harvard College ('28'), bridging gaps through research and activism.

Policy

I am an advocate for bringing the youth voice into policy and legislation on topics ranging from AI and semiconductor exports to education and juvenile detention laws. Our goal is to make changes to bills on the local, state, and federal levels working with government and legislatures to increase awareness of youth opinions and interests in policy. If you want to learn more, check out my passions tab.

Projects
Advised the UN High-Level Advisory Body on AI with a youth approach to governance in AI systems
Attended as the only youth organization at the Bipartisan Senate AI Insight Forums
Authored briefings on 8 areas of AI distributed used by dozens of congressional offices
Co-founded the SPRING Group, a youth-led think tank for local, state, and federal policy
Advised the UK's Ministry of Science, Canada's Ministries of Education on quantum and K-12 education
Dozens of state projects in VA, NJ, WA, CA, TX, and more!

Positions
Founder and Executive Chairman at the SPRING Group
AI and National Security Advisor to Encode Justice; Emerging Technology Board Member at Fidutam
Don Lavoie Fellow at the Mercatus Center

Research

I apply computational techniques including machine learning and agent-based modeling in the interest of humanity and social good. Topics I research span efficient underwater robotics for mission-critical Navy objectives to mathematical redistricting simulations for finding the most harmed voters in gerrymandered districts. Debate

Beyond being my most time-intensive extracurricular, debate has honed my skills in leadership alongside my passions in policy, international relations, and economics. My competitive successes and friendship found in community have defined who I am today. Nationally, I debate for my school in US Public Forum and debate internationally for the Team USA in International World Schools Debate If you want to learn more, check out my research tab.
